Each holiday beach tag is presented in a festive foil box trimmed in a ribbon of red or green. They make ideal stocking stuffers and a great reminder of days spent on Stone Harbor’s award-winning beaches. Best of all, as the weather warms up, your holiday gift tag is exchangeable for an official 2010 season beach tag, available beginning in April.

What other gift will can give the recipient countless hours of fun in the surf and sun next year? Stone Harbor’s holiday themed beach tags are just $19 each which includes the gift box. An additional $2 gift wrapping fee benefits the Jersey Cape Diagnostic Training and Opportunity Center, which employs individuals with disabilities in Cape May Court House.

Assessing Damage After Tropical Storm Ida


NJ OFFICE OF EMERGENCY MANAGEMENT RELEASE:LOCAL, STATE, AND FEDERAL TEAMS CONTINUE TO ASSESS IDA DAMAGE Teams perform Preliminary Damage Assessments (PDAs) on the effects of Tropical Storm Ida in New Jersey. In Cape May county designated as part of a State of Emergency by New Jersey Governor Jon S. Corzine last week.Director of the New Jersey Office of Emergency Management,and FEMA urged residents to following specific procedures. “The first thing residents should do is contact their insurance agents, carefully document damages, and coordinate with their county and local emergency management office so that officials are aware of damages,” .No decision will be made on FEMA assistance until all information is analyzed and forwarded to Governor Corzine with recommendations. PDAs are not expected to be complete before next week. Most beaches in New Jersey are the responsibility of the state through the Department of Environmental Protection and the Army Corps of Engineers. Questions on beach replenishment should be addressed to the NJ DEP or the Corps of Engineers at 917-790-8007.

Washington Report: Appraisals to Change

Home mortgage and appraisal groups in Washington are in countdown mode: On May 1 the national rules for real estate appraisals will change dramatically -- at least for lenders who want to sell their loans to Fannie Mae and Freddie Mac.
Lenders will have to adopt what's known as the "HVCC" - the home valuation code of conduct - and guarantee that every loan they sell to Fannie or Freddie complies with the code completely.
So what's the big deal in that?

Well, among other changes, the new code will ban mortgage brokers from ordering appraisals, and will push much of the business to third-party appraisal management companies.

Those management firms, in turn, select appraisers from their own networks, leaving many of the appraisers who now do valuations for home purchases and refinancings out of the loop.

Management companies generally only deal with appraisers who'll work for much lower fees than they'd normally charge. Instead of earning $325 or $350, an appraiser working for a management company might only get $175. The management company pockets the rest.

In some cases, the new code might even raise the cost of appraisals to the consumer -- and change the timing of when consumers pay for them.

For example, Jeff Lipes, president of Family Choice Mortgage in Hartford, Connecticut, says one of his major wholesale lender clients has instructed him that because of the May 1 changeover, all "good faith estimates" provided to loan applicants must indicate a flat $455 fee for appraisals through its designated appraisal management company.

Also, borrowers will need to pay for them up front, before the work is performed, by credit card, debit card or electronic fund transfer. Lipes, a veteran mortgage broker, said up until now the standard fee was $325, and could be paid for by the consumer at closing.

Since Lipes will not be able to select from his long-established group of local appraisers as of May 1, if the management company's appraiser is unfamiliar with local market conditions and comes in with a value too low to support the home purchase or refi program the consumer needs, a new appraisal will need to be ordered -- and a second fee charged.

Mortgage groups are not enthusiastic about the May 1 changeover either, and the Appraisal Institute has been scathingly critical of the mandatory push to low-pay management companies.

But there's still one way to avoid the hassles associated with the May 1 changes: Switch to FHA financing, rather than conventional. FHA has its own long-standing appraisal rules, and doesn't plan to adopt Fannie's or Freddie's code.

Great Article in The Washington Post with some good news on the housing market

Housing Data Could Signal If Bust Is Over
THURSDAY

Economy-watchers are searching for evidence that the housing market is starting to hit bottom. And in recent months, there has been some evidence that the end of the great housing bust may be near.
This week offers a reality check, with three key pieces of housing-related data coming out. But to interpret the data, it helps to realize that the end of the housing bust means different things, and could come at different times, depending on what data you consider.
Home sales will likely hit a bottom first -- and may have already done so. Data on existing home sales in March is scheduled to come out Thursday and new home sales on Friday. Both measures of housing activity picked up in February, a sign that between cheap foreclosed-on houses and low mortgage rates, the volume of sales may finally have stopped falling. This week's data will be a test of that thesis. Analysts are expecting a mixed bag, with new-home sales rising modestly but existing home sales falling a bit.
Whatever the March numbers say, there are good reasons to think that home sales will improve as the spring selling season gets underway. Anecdotal reports suggest that low mortgage rates and an $8,000 first-time home-buyer tax credit are coaxing buyers back into the market. And while foreclosures are set to rise as banks begin to move on delinquent homeowners, that actually could boost home sales as banks auction homes for whatever the market will bear.
The prospects are less promising for home prices, a report on which is set to come out Wednesday. Analysts expect the Federal Housing Finance Agency's price index to have fallen 0.6 percent. The new wave of foreclosures may help home sales activity but is likely to keep driving home prices down.
Time lags are another issue. Even if low rates and tax credits bring buyers back into the market, it could take months for that increased demand to meaningfully affect prices, simply because of the time it takes a person to go from deciding it's time to shop again to actually closing on a house.

Frequently Asked Questions About the $8,000. Federal Tax Credit Recently Approved by Congress

Q:
A: How much is the tax credit?
The tax credit would be $8,000 or 10% of the purchase price, whichever is less.

Q:
A: Who is eligible?
Similar to the $7,500 tax credit included in the Housing and Economic Recovery Act of 2008, the $8,000 tax credit (included in the 2009 economic stimulus plan) is available for the purchase of the primary residence by first-time homebuyers.

Q:
A: If this is for first-time homebuyers, how do I know if I am eligible for the tax credit?
According to the IRS, any taxpayer who has not owned a home during the 3 years prior to the date of purchase can qualify for the credit.

Q:
A: Do I have to repay the $8,000.?
No. Unlike the previous $7,500 tax credit, the $8,000. does not have to be repaid UNLESS, the home is sold within three years of purchase; at that time, the credit will be reversed.

Q:
A: Are there any income limitations on the tax credit?
Yes. The tax credit is strictly for individuals with adjusted gross income of under $75,000 or $150,000 for joint filers.

Tax Credit vs. Tax Deduction

This is a tax credit, not a tax deduction, meaning its a dollar-for-dollar decrease to your tax liability. Also, the tax credit is refundable, meaning you can receive the full value of the credit even if you do not have an $8,000 tax liability.

Phase-Out


The tax credit phases-out for individuals making $75,000 or over modified adjusted gross income (MAGI), and couples making $150,000 or over MAGI. Below are examples of how the phase-out will apply to the two different scenarios.

Individual Making $75,000 or Over


Assume that an individual homebuyer has a modified adjusted gross income of $88,000. The buyer’s income exceeds $75,000 by $13,000. Dividing $13,000 by $20,000 yields 0.65. When you subtract 0.65 from 1.0, the result is 0.35. Multiplying $8,000 by 0.35 shows that the buyer is eligible for a partial tax credit of $2,800.

Couple Making $150,000 or Over

Assume that a married couple has a modified adjusted gross income of $160,000. The applicable phaseout to qualify for the tax credit is $150,000, and the couple is $10,000 over this amount. Dividing $10,000 by $20,000 yields 0.5. When you subtract 0.5 from 1.0, the result is 0.5. To determine the amount of the partial first-time homebuyer tax credit that is available to this couple, multiply $8,000 by 0.5. The result is $4,000.

Who Cannot Take the Tax Credit

If any of the following apply, you cannot take the tax credit:

1. Individuals making $95,000 or over MAGI, and couples making $170,000 or over MAGI; meaning you receive no tax credit if your income is this much or more a year.

2. You buy your home from a close relative, including: parent, sibling, spouse, grandparent, child, etc.

3. You sell your home within the first three years of purchasing it. If this occurs, the tax credit must be repaid.

4. You are a non-resident alien

First-time Homebuyer Definition

A first-time homebuyer is defined as someone who has not owned a home within the last three years. If married filing jointly, both spouses must meet the first-time homebuyer definition to take the tax credit.

When Can the Tax Credit be Claimed?

The $8,000 tax credit can be claimed for your 2008 tax year (filed by April 15th 2009), 2008 amended return or 2009 tax year.

Homes That Qualify

The tax credit is applicable to any home that will be used as a principle residence. Based on that guideline, qualifying homes include single-family detached homes, as well as attached homes such as townhouses and condominiums. In addition, manufactured or homes and houseboats used for principle residence also qualify. For new construction, the purchase date is considered the day you occupy the home; therefore you must move-in by November 30th 2009 to qualify for the tax credit.

Also, homes in the District of Columbia qualify for the tax credit.

How About Those Who Purchased Homes in 2008?

Homes purchased in 2008 are subject to the $7,500 repayable tax credit.

President Obama unveiled his plan to help stabilize the housing market and keep millions of borrowers in their homes.
The Homeowner Affordability and Stability Plan includes two initiatives to help struggling homeowners. One is a refinancing program for homeowners with less than 20% equity in their homes, or who owe more than their home is worth. The second program attempts to lower monthly payments for homeowners at risk of losing their home. In addition, the plan includes a third initiative to support low mortgage rates by strengthening confidence in Fannie Mae and Freddie Mac.

Many of the plan’s details are still being worked out and will not be announced until March 4, here is an overview of the plan’s main components.

Refinancing Initiative
Under current rules, those families who own less than 20% equity in their homes have a difficult time refinancing and taking advantage of the historically low interest rates. Therefore, the refinancing initiative in the new plan provides refinancing help for homeowners with less than 20% equity in their homes or who owe more than their home is worth. This initiative is open to homeowners who have conforming loans which are guaranteed by Fannie Mae and Freddie Mac, and who owe up to 5% more than their home is worth.

According to the plan, “credit-worthy” or “responsible” homeowners can refinance their mortgage into a 30- or 15-year, fixed-rate loan based on current market rates. The refinanced loan, however, cannot include prepayment penalties or balloon payments. For many families, this low-cost refinancing may help reduce their mortgage payments by up to thousands of dollars per year.

As with the rest of the plan, details about this initiative will be released at a future date—including what, if any, credit score requirements will be included.

Stability Initiative
This initiative aims at providing help to individual families as well as entire neighborhoods by helpingreduce foreclosures and stabilize home prices. It is intended to help homeowners who are struggling to afford their mortgage payments, but cannot sell their homes because prices have fallen significantly.

The goal of this initiative is simple: “reduce the amount homeowners owe per month to sustainable levels.” To accomplish this, lenders are encouraged to lower homeowners' payments to 31 percent of their income by lowering their interest rate to as low as 2% or by extending the terms of the loan. In addition, lenders can also lower the principal owed by the borrower, with Treasury sharing in the costs.

Homeowners who are current on their mortgages but are struggling can still apply for this program. As such, this is one of the few programs designed to help homeowners who may face delinquency soon, but are current at the moment.

Since the focus of this initiative is on helping families and neighborhoods, investment properties do not qualify. This initiative also includes a number of additional elements and incentives that benefit homeowners and lenders alike, including:

Incentives to Help Borrowers Stay Current: To provide an extra incentive for borrowers to keep paying on time, the initiative will provide a monthly balance reduction payment that goes straight towards reducing the principal balance of the mortgage loan. As long as a borrower stays current on his or her loan, he or she can get up to $1,000 each year for five years.
Reaching Borrowers Early: To keep lenders focused on reaching borrowers who are trying their best to stay current on their mortgages, an incentive payment of $500 will be paid to servicers, and an incentive payment of $1,500 will be paid to mortgage holders, if they modify at-risk loans before the borrower falls behind.
Supporting Low Mortgage Rates
As part of the Homeowner Affordability and Stability Plan, the Treasury Department is increasing its funding commitment to Fannie Mae and Freddie Mac to ensure the strength and security of the mortgage market and to help maintain mortgage affordability. This portion of the plan will use using funds already authorized in 2008 by Congress for this purpose.

The increased funding will enable Fannie Mae and Freddie Mac to carry out ambitious efforts to ensure mortgage affordability for responsible homeowners, and provide forward-looking confidence in the mortgage market.

• Ask questions regarding the company’s policy on home repairs. Many have their own service contractors but others allow you to choose your own.
• Get a professional home inspection so you are aware of any possible problems that may not be covered by your warranty.
• Call the warranty company to ask questions and see how the customer service department treats you; this might indicate how you’ll be treated during future calls.
• Know what is covered and what is not. Typically, major operating systems and appliances are covered due to normal wear and tear for the first year.

(Edison, NJ) New Jersey residents might be surprised to learn that there are many positive aspects about the state's real estate market. Currently, New Jersey real estate market offers many opportunities, evidenced by areas of positive growth including rising median sales prices in some areas of the state, increasing affordability rates and a high average of accumulated home equity, according to statistics presented by the New Jersey Association of REALTORS® (NJAR®).

"There is no doubt that some New Jersey residents are still undecided as to whether now is the right to buy a home," said NJAR® Executive Vice President Jarrod C. Grasso. "By highlighting statewide market information, we're arming the public with the knowledge they need in order to educate themselves and evaluate their housing choices."

Below are seven key facts about New Jersey real estate buyers and sellers should consider when thinking about a real estate transaction.

New Jersey homes have generally maintained their values. National news about tumbling residential real estate prices does not present an accurate picture of New Jersey's local markets. While the national seven year home appreciation rate is 37.8 percent, New Jersey's is more than double that amount at 80.4 percent. Some areas of the state, Bergen, Essex, Mercer, Cape May and Salem counties, saw median price increases in the first quarter of 2008.


The market favors first-time home buyers, who make up 40 percent of the New Jersey market. Buyers currently have many more homes to choose from and are benefitting from mortgage interest rates that are near historic lows. Without having to sell previously-owned property, first-time buyers can also take advantage of the increasing rate of affordability. According to the First Quarter 2008 New Jersey Home Sales Report, New Jersey's housing affordability composite index rose over 100, signifying that a family earning the state median income has the potential to qualify for a mortgage loan on a median-priced home, assuming a 20 percent down payment.


It's also a good time to trade up. Homeowners in need of a larger home might be hesitant about listing their current home in a buyer's market. However, while sellers may have to accept a more realistic price for their current home, the seller of the home they wish to purchase is in the same situation. Realistic pricing is key and REALTORS® familiar with a local market can be invaluable in pricing and marketing your home.


Owning a home builds long-term wealth. Over the last decade, the median prices of homes in almost every metropolitan statistical area that covers the state have more than doubled; illustrating that homeownership is a sound financial investment that historically outperforms the stock market in building long-term wealth. New Jersey home buyers who purchased their homes seven years ago have accumulated an average of $156,300 in home equity.


A home is much more than a nest egg. Despite the tax benefits and financial security which homeownership can provide, a recent survey of New Jersey homeowners revealed that the desire to establish a household and have a place to call their own was the number one reason for buying a home.


New Jersey has a lot going for it. There are many positive economic and market forces in the Garden State that support the long-term health of residential real estate. Reflecting a strong employment market, New Jersey's median income of $64,470 is the second highest in the country. Also, excellent school systems, proximity to New York and Philadelphia, a thriving tourism industry and an extensive transportation infrastructure all enhance the vitality of this area.


There are 53,000 REALTORS® in New Jersey that can provide you with localized information. You found the perfect house, signed on the dotted line and are daydreaming about life in your new home. As moving day looms, it’s also time to think about packing up your many belongings. Have you found enough boxes? How to handle those precious family heirlooms and other breakables? Here are a few tips for making your big day go as smoothly as possible:
Before You Start
• Prioritize your packing list. Consider what you don’t need to take with you, what will need extra packing care and how to best organize your things.
• Estimate how many boxes you’ll need and get them well in advance of moving day. Save newspapers to line boxes.
• Consider investing in moving insurance, which will cover anydamages or breakages during the move.
Getting Under Way
• Start early. Packing always takes longer than you think.
• Begin at the top of the house first and work your way down. Attics are a great place to start sorting.
• Move from room to room, packing and labeling carefully as you go. Clearly mark boxes that contain breakable objects. Be sure to keep all boxes that belong to a certain room together. It will make it much easier when you unpack.
• Newspaper can sometimes leave marks, so wrap your valuables in bubble wrap, blankets or pillows to avoid messy newsprint.
• Keep all of your important documents, such as birth and marriage certificates,
in the same place for easy reference.
Thinking Ahead
• You likely won’t want to shuffle through boxes on your first night in your new home, or you might be traveling long distance and have your household items show up after you’ve arrived. Either way, pack an essentials box containing a change of clothes and toiletries, as well as coffee, tea, snacks, cups, plates and utensils. A small tool kit, first-aid supplies and pen and paper are also important to have on hand.
