Interest rates continue to be in the 5% range for conforming loans. 6% for loans over $417,000 and just like the "old days", lenders want verification of income to qualify for the loan, and good credit.

The overall price increase for properties in Stone Harbor and Avalon from 1998 to 2008 was 180.99%! This reflects an appreciation rate of 18.9% according to The Otteau Report .
With historically low mortgage rates and huge inventory and sellers willing to negotiate, buyers are jumping in realizing it does not get better than this.

Great Article in The Washington Post with some good news on the housing market

Housing Data Could Signal If Bust Is Over
THURSDAY

Economy-watchers are searching for evidence that the housing market is starting to hit bottom. And in recent months, there has been some evidence that the end of the great housing bust may be near.
This week offers a reality check, with three key pieces of housing-related data coming out. But to interpret the data, it helps to realize that the end of the housing bust means different things, and could come at different times, depending on what data you consider.
Home sales will likely hit a bottom first -- and may have already done so. Data on existing home sales in March is scheduled to come out Thursday and new home sales on Friday. Both measures of housing activity picked up in February, a sign that between cheap foreclosed-on houses and low mortgage rates, the volume of sales may finally have stopped falling. This week's data will be a test of that thesis. Analysts are expecting a mixed bag, with new-home sales rising modestly but existing home sales falling a bit.
Whatever the March numbers say, there are good reasons to think that home sales will improve as the spring selling season gets underway. Anecdotal reports suggest that low mortgage rates and an $8,000 first-time home-buyer tax credit are coaxing buyers back into the market. And while foreclosures are set to rise as banks begin to move on delinquent homeowners, that actually could boost home sales as banks auction homes for whatever the market will bear.
The prospects are less promising for home prices, a report on which is set to come out Wednesday. Analysts expect the Federal Housing Finance Agency's price index to have fallen 0.6 percent. The new wave of foreclosures may help home sales activity but is likely to keep driving home prices down.
Time lags are another issue. Even if low rates and tax credits bring buyers back into the market, it could take months for that increased demand to meaningfully affect prices, simply because of the time it takes a person to go from deciding it's time to shop again to actually closing on a house.

Market Conditions

Federal Reserve Chairman Ben Bernanke spoke yesterday on the state of the economy, noting that "if actions taken by the Administration, the Congress, and the Federal Reserve are successful in restoring some measure of financial stability--and only if that is the case, in my view--there is a reasonable prospect that the current recession will end in 2009 and that 2010 will be a year of recovery."

This is welcome news for those inclined to believe the optimism.

The chairman did acknowledge that the end of the housing boom, or what some consider the bursting of the bubble, was the "immediate trigger" of the crisis our nation now finds itself in.

Bernanke continued, "Conditions in housing and mortgage markets have proved a serious drag on the broader economy both directly, through their impact on residential construction and related industries and on household wealth, and indirectly, through the effects of rising mortgage delinquencies on the health of financial institutions."

Studies and data indicate that prices continue to fall at this time, and foreclosures continue to infect the market.

The Federal Reserve has taken drastic action in the last year in order to stave off a worsening crisis in the housing market. "To support housing markets and economic activity more broadly, and to improve mortgage market functioning, the Federal Reserve has begun to purchase large amounts of agency debt and agency mortgage-backed securities. Since the announcement of this program last November, the conforming fixed mortgage rate has fallen nearly 1 percentage point," Bernanke noted.

According to the Better Business Bureau (BBB), many new-home owners are unaware of the limitations on home warranties, which can cause confusion and unnecessary frustration when problems crop up and repairs are needed. To prevent this, the BBB suggests prospective buyers do some research before accepting the keys to their new home. • Find out how long the warranty company has been in business. Request a reliability report from your local BBB.
• Shop around for the best prices. Most home warranties cost between $300 and $395, but not all offer the same benefits — and make sure to factor in the deductible.
• Ask questions regarding the company’s policy on home repairs. Many have their own service contractors but others allow you to choose your own.
• Get a professional home inspection so you are aware of any possible problems that may not be covered by your warranty.
• Call the warranty company to ask questions and see how the customer service department treats you; this might indicate how you’ll be treated during future calls.
• Know what is covered and what is not. Typically, major operating systems and appliances are covered due to normal wear and tear for the first year.

The Right Moves

You found the perfect house, signed on the dotted line and are daydreaming about life in your new home. As moving day looms, it’s also time to think about packing up your many belongings. Have you found enough boxes? How to handle those precious family heirlooms and other breakables? Here are a few tips for making your big day go as smoothly as possible:
Before You Start
• Prioritize your packing list. Consider what you don’t need to take with you, what will need extra packing care and how to best organize your things.
• Estimate how many boxes you’ll need and get them well in advance of moving day. Save newspapers to line boxes.
• Consider investing in moving insurance, which will cover anydamages or breakages during the move.
Getting Under Way
• Start early. Packing always takes longer than you think.
• Begin at the top of the house first and work your way down. Attics are a great place to start sorting.
• Move from room to room, packing and labeling carefully as you go. Clearly mark boxes that contain breakable objects. Be sure to keep all boxes that belong to a certain room together. It will make it much easier when you unpack.
• Newspaper can sometimes leave marks, so wrap your valuables in bubble wrap, blankets or pillows to avoid messy newsprint.
• Keep all of your important documents, such as birth and marriage certificates,
in the same place for easy reference.
Thinking Ahead
• You likely won’t want to shuffle through boxes on your first night in your new home, or you might be traveling long distance and have your household items show up after you’ve arrived. Either way, pack an essentials box containing a change of clothes and toiletries, as well as coffee, tea, snacks, cups, plates and utensils. A small tool kit, first-aid supplies and pen and paper are also important to have on hand.
